After some consideration, I understand that Battle writing puts an enormous amount of stress on specific users who don't battle much, as they often end up writing battles, while giving users who battle often a pretty easy time.
Here's my suggestion for a new battle moderation strategy:
1. Each user takes turns writing battle logs, Either form you commanders point of view, or form a journal of some sort. Each log will detail what your commander did and what happened based on what the other army did. A mod will read through each battle log to ensure it follows the rules. The mod will also ensure that each battle log is written fairly and will decide losses.
2. Logs will be done like a normal role play. There will be no god-modding through always dodging or landing a hit, or controlling the other commanders. In addition, enemies plans will not be known, even if you can read the other participants logs, your commander cannot not, meaning you cannot try and counter things you do not know about.
3. In addition, each participant must outline their strategy to the mod for each log, unless you have not changed your strategy, to ensure that nothing unfair happens.
4. Everything else will continue like normally.
5. Things will still use realism. Darkness will affect your troops aim, fog will make it harder to see the enemy, etc.
6. If the defender has some sort of detection defense, they will get a pre-battle log to set up their defense.

I think this would be a great substitute; at minimum, it allows for easier battle plans (rather than essentially just having one basic plan and like, eight or nine contingencies). When I was first reading it, I was a bit skeptical, but the later rules took care of my concerns.

(And this would also help with your "Surprise attack" thing, if by no other way than by the attackers getting one "plan" in before the defenders get to do anything).

Something like this:
Raid on Super guys: General Chummington's battle log:
Me and my bulborbs rushed in quickly, then the tanks came in behind us! BLAh BLAH BLAH BLAh!
Mr. Spiros Battle log: We used our burrowing snagrets to jump out of the ground! Blah blah blah.
Each of those would be a different log from a different player, detailing what happened form there commanders point of view.

Should we try it on the Dessert Vs Desert battle to get an example? I'd try to mod that if we tested it out now. I'd be willing to also send my forces in Vo's as another test battle, probably the final battle.

I'd prefer to wait till next version. I have a few more things to iterate on, then we can test it.
For example, I need to add in what happens when the enemy has battle detecting measures like watch towers and radar tings.
