(I think he WANTS to be a villain... I am also super surprised that Zol didn't go all hero on him. Zol feels like the kind of guy that hates bad buys, so that was surprising to me.)

( Zol would like to but right now he believes his forces have little to no offensive capabilities. They can put up great defense but he's lost a ton of equipment in battle. He also feels like this would be kill stealing. That and he's keeping an eye on Valley to stop her from sending an unauthorized attack.)
