(Vo hasn't even done anything since the Mech-Bender wars. His army may be large, but he is no threat. As far as threat levels go, launching secret attacks on enemies, going back on deals with other commanders, and sheer acts of violence definitely rate above standing army size. Plus you got lots of war machines. From a military standpoint, your army may be smaller, but you are much more of a threat to Pik Gates than Vo Spader is.)

(Take, for instance, The Early Roman Empire. Gaul was much smaller and less armed than the Hellenic League, but because Gaul was openly aggressive and didn't hold politics into high regard, Rome turned it's armies on them instead of the much larger armies of the Hellenic League. Politics is also important in the theater of war.)

(He does have a point though; he only let you have the huge number of exceptions that you have because you weren't supposed to participate in combat anyway. If you don't like that, you don't just get to keep all of your ridiculous profits and still be a normal army. That's what's known as having your cake and eating it too.)
